CyberLeninka and Cyber Publichka

Browsing the Internet, I have come across CyberLeninka – a library that I have not seen or used before. On the site  I found popular magazines, Russian “glamur” and popular science journals. By the way, do we know how many of our users actually are registered with and accustomed to use eLibrary? Should we (and if “yes” how) promote online content based on Russian sites, designed primarily for the Russian academia and has Russian language interface? The content that we do not own and have no control of?

It is quite easy to see a list of  online libraries (e.g., provided by Yandex), but what is our role in this process?
